Copyright is implicit in any work you produce. The copyright symbol must be on the work to indicate an original work. I think in the US you can apply for explicit copyright protection, but the last time I check, Singapore don't have such facilities.
The onus is on you to prove that your copyright is infringed. You may be able to sue the offending party in a civil suit. Not sure if can classify under crimminal offense. But it's really hard to do that.
You can't protect ideas i think... unless its a new technology or concept then you can try to apply for a patent, which costs you lots of money and time to prepare the paperwork.
Why not try emailing the administrator of the other site first?
In Singapore, the authorities only KIV cases where a patent is concerned. Like Alva said, its hard to sue the person who used your stuff. Possibly, you can first try informing them in black and white, then maybe you could consult a lawyer on what you can do. I'm pretty sure you are going to have a way out of this frustration.
If you really want to do something mean.. well.. :)
copyright.................
sad to say............you can't afford it.
Copyrights are seperate by individual countries or worldwide.
You can surely afford to patent your creations for Singapore(there is such service, if interested, pm me for details.) but Internationally?
Hope the info helps.
cheers
