International remittance charge ??

in hostcharge, there is something called International remittance charge (non USD funds) - USD 13.00

is there anyone know what is this for? Is this means we need to pay for USD 13.00 whenever we try to widthdraw money ??

I believe hostcharge now offers an ATM card , which turns out to be cheaper than the bank transfer for which they charge $13 per bank transfer.
