Help needed on Hover ads

Hi, I know hover and pop-up ads are irritating, but i need to implement one on a vBulletin forum and i don't know how to go about it.

hover ads can be made with dhtml, but where do i put the script for a bulletin forum homepage? an exact example i would need to create can be found at hardwarezone (http://www.hardwarezone.com/home/). wait a few moments or refresh and a strip of hover ad slides in from the bottom. can someone please help me?

thanks, i've gotten the script to make it work, now i just need help to make a precise ad like shown in the URL above, transparent background for a certain part only and such.
